The National Child Labour Project, Society for welfare of child
Labour started functioning in the year November 1995. After
receiving the sanction order for opening of 20 special schools in
Ganjam district by the Ministry of Labour, Govt. of India, initially
15 special schools were opened in Berhampur Municipality and later
five schools were opened in five different blocks of Ganjam
district. A full time Project Director from labour & employment
Department was deputed to the Project for management and smooth
running of the project
Subsequently two Field Officers along with one Steno, one
Accountant and one Driver and Peon were appointed.
In due course of time after completion of three years of
functioning, five schools were relocated to five block areas of
Ganjam district, and action plan is under preparation for relocating
more schools to the other areas where there is Child labour
concentration.
Last year in 2001 we had received sanction order from
Ministry of Labour, Govt. of India for opening of 14 more special
schools in rural areas with a strength of 50 children each. The
management of all these schools is entrusted to different NGOs/SHGs.
The following Officers functioned as Collector-cum-Chairman and
Project Director for the Periods as noted against their name.

Ganjam district
is one of the biggest district of Orissa with a geographical area of
8070.6 Sq.Km. It has 3 Sub-Divisions, 22 Blocks, 17 NACs and one
Municipality.
In this
district in the year 1998 the total number of identified Child
Labour was 40,977 out of whom 2038 children are working in different
hazardous occupations such as in Textile Mills of Surat, Mumbai,
Delhi and Ahamadabad etc, construction work, Stone quarries etc and
rest 38,939 child labourers are working in non-hazardous occupations
processes such as shops, hotels, rag picking, Agriculture, Agarbati
making, Garages etc. The highest number of child labourers has been
identified in Hinjili Block.
The main objective of N.C.L.P.
is to withdraw children working in hazardous
Industries/Occupations/Processes and to rehabilitate them through
education, nutrition and skill training in special
schools/rehabilitation centers. The children in the special schools
are taught formal textual curriculum for a period of three years.
The children are also imparted appropriate craft and prevocational
training. After completion of the special school education, children
are expected to join the formal stream of education. Some children
are also capable of being mainstreamed before the completion of
three years special school education.
The total number of child labourers
surveyed in the year 1998 is 40,977 out of whom 17,353 were boys and
23,624 were girls.
The figures shows that
the percentage of Girls child labour in comparison to boys is more
which implies that the girls are more exploited then the Boys.
GRANT IN AID
N.C.L.P
Berhampur Ganjam receives Grants-in-Aid. from Ministry of Labour,
Govt. of India from time to time on installment basis. The funds are
deposited in N.C.L.P. accounts under the operation of Chairman and
project Director N.C.L.P. Ganjam. The details Grants in Aid received

N.C.L.P SPECIAL SCHOOL IN GANJAM DISTRICT
In the district of Ganjam presently
35 special school are functioning in Berhampur Municipality and in
Block areas by the NGOs/SHGs. 19 special schools are of hundred
strength children and 16 special schools are of 50 strength children
each. The details of location of the special
schools and name of the NGOs/SHGs managing the schools are given
separately.
The surveyed child labourers in the district of
Ganjam may be further classified into various age groups,
educational standards and castes.

The figures of age group of child
labourers indicate that the percentage of child labourers is maximum
in the age groups of 12-14 years followed by 10-12 years age group.
The other figures
shows that maximum child labourers are illiterate, which cover 57%
of total child labourers surveyed. The rest children are dropouts
from the mainstream of education for one reason or other.
Block-wise number of
child labourers according to the survey conducted by the NGOs during
the year 1998 is shown on Annexure-II.
Block-wise detail of
number of child labour according to the degree of hazardous nature
of work is shown as Annexure-III
Details of
engagement of child labourers in various occupation and processes
are shown as Annexure-IV. Maximum number of child labourers are
engaged in hotels/ Shops and followed by Rag picking, construction
work, chips making, garages, fishing in the sea, agarbatti making,
tobacco paste/powder making etc. |

ROLE OF NGOs IN
MANAGING SPECIAL SCHOOLS OF N.C.L.P.
NGOs
as the name indicates are a voluntary organization engaged in
various developmental activities in rural as well as urban areas
covering various social programme on health, Sanitation and other
activities.
The
Govt. of India after careful consideration of the various activities
of the NGOs have issued instruction to handover the management of
Project run special schools to the NGOs. Consequently management of
the special schools was entrusted to the NGOs. The NGOs beside their
own activities are now actively involved in management of the
special schools, Periodically Health check-up programme, cultural
and sports meet are being conducted in the special school.

Role of Self Help Groups
N.C.L.P.
schools are managed by SHGs fedrations known as B’MASS (Block Level
Mahila Sanchayika Sangha). This has been done in the areas where the
NGOs were non existent or not involved in Child Labour Prevention /
education etc. Their management is quite satisfactory as
community/parents are directly involved.

SUCCESS STORIES
Since inception of the project some of the children of the special
schools are mainstreamed every year. They joined in formal schools
and are still continuing their studies.

details of the children mainstreamed is shown below and in a graph
shown in annexure-V.

The above detail
shows that there is gradual increase in mainstreaming of child
labour student to the formal schools from the year-1996 onwards and
in the year 2000-2001 the mainstreaming of child labour students has
increased to 960. This implies that there is gradual increase in
awareness for elimination of child labour.

TRANSPARENCY IN PROJECT ADMINISTRATION

Payment of honorarium to
instructors through cheque by NGOs.

Payment of stipend money by
cheques directly to the bank from project office for depositing
in their SB accounts.

verification/supervision of MDM Meal & maintenance of registers.

Purchase of uniforms and other
requirement of Child Labour Student through purchase committee
comprising members of parents, teachers
& representative of NGO.
